That which was to be done by war and arms in Latiumhas now been fully accomplished by the bounty of the godsand the valour of the soldiers. The armies of the enemyhave been cut down.... It now remains to be consideredhow we may keep them in the observance of perpetualpeace.... Ye can therefore ensure to yourselves perpetualpeace so far as the Latins are concerned, either byadopting severe or conciliatory measures. Do ye chooseto take harsh measures against people who have surrenderedand who have been conquered? Ye may destroyall Latium.... Do ye wish to follow the example of yourforefathers and augment the power of Rome by conferringthe citizenship on the people you have beaten? Materialsfor extending your power by the highest glory are at hand....But whatever determination ye wish to come to, it isnecessary that it be speedy. So many states have ye in acondition of suspense between hope and fear.
